Jacobs to deliver $1 billion San Francisco wastewater upgrade through joint venture
Project will help reduce nitrogen discharges, contributing to improved San Francisco Bay water quality
Jacobs (NYSE: J) was selected by the San Francisco Public Utilities Commission (SFPUC) as the progressive design-build contractor for the Southeast Treatment Plant Nutrient Reduction Project, a $1 billion investment estimated by SFPUC, supporting San Francisco Bay protection. Delivered through a joint venture with PCL Construction, Inc., Jacobs will design and construct upgrades at the Southeast Treatment Plant.
The southeast plant is San Francisco’s largest wastewater facility and treats nearly 80% of the city’s wastewater. The Nutrient Reduction Project is one of the largest investments in nutrient reduction for the Bay to date and will upgrade the facility with advanced treatment to reduce the amount of nutrients, specifically total inorganic nitrogen, discharged from the plant.
Jacobs Executive Vice President Tom Meinhart said: “Jacobs brings decades of experience delivering critical wastewater infrastructure projects for the San Francisco Public Utilities Commission, including upgrades at the Southeast Treatment Plant. Supported by our strong California presence and global technical leadership, our team understands the operational, regulatory and environmental drivers shaping treatment strategies in the region.”
The project will also provide opportunities for local businesses and residents. Jacobs will support the SFPUC’s Social Impact Partnership by investing in local community health, education, and workforce training and development initiatives. The investment is expected to create lasting economic and social benefits alongside environmental improvements.
SFPUC Assistant General Manager for Infrastructure Stephen Robinson said: “This is a major investment to help protect San Francisco Bay by reducing nutrients in wastewater. San Francisco is doing its part to protect the health of the bay. This project, along with our new state-of-the-art treatment plant on Treasure Island, which also removes nutrients, demonstrates that commitment. The new treatment process will meet updated state and federal environmental requirements. This ambitious project will remake the heart of San Francisco’s largest treatment plant while that plant continues to operate, handling 80% of the city’s wastewater. Jacobs and PCL have worked with us on major wastewater projects before, and that experience will be critical as we take on a project of this size and complexity.”
A global leader in water, Jacobs has more than 25 years of water design-build experience and has delivered more than 150 design-build projects and programs, including award-winning modernizations at the San José-Santa Clara Regional Wastewater Facility and the Donald C Tillman Advanced Water Purification Facility, two of the largest and most advanced water reclamation facilities in the U.S.
